Jim has brought this up on the NCDD Discussion listserv many times over the years. You could search the archives of the list (find the link at www.ncdd.org/discussion). Here's one way he has described it, on July 30, 2012:
"This listserv is one of the few that can hear this process-oriented solution. But I believe that the needed shift in the public conversation requires something different than either dialogue or deliberation. If we could bring them into the public sphere they would improve our current system, but each is difficult and costly to bring forward in a large scale. Plus, they ultimately operate within the existing system and, at least for collective action to occur, requiring judgment."
I believe that what is needed instead is an all-inclusive conversation where "We the People" co-create our collective actions. I refer to that kind of thinking process as "choice-creating." The Wisdom Council Process is designed to facilitate this kind of whole-system public conversation and transcend the current power struggle that is our system today."
