Saga of Development of Institutions in our Region

Remarks by Major E.H. Cobb, Political agent, Gilgit;-
The opening of the Gilgit Jamatkhana was performed on Tuesday March 27th 1945 by Raja Zafar Khan of Gilgit who kindly gifted the land on which it has been built in the presence of Major E.H.Cobb O.B.., Political Agent, Gilgit, British officers and officials of the Gilgit Agency as well as the Mir of Nagir and Rajas of Punial, Kuh Ghizar, Ishkoman, Yasin and a large number of persons from the Gilgit Agency.
All the guests were hospitably entertained with refreshments and a sumptuous” dawat” according to the custom of the Ismaili Sect.
It is hoped that this Jamat Khana, which has been completed after 5 years will fulfill a long cherished need of the followers of the Ismaili Sect at Gilgit. The successful completion of the work is entirely due to the strenuous and untiring efforts of the Nazim Kudratullah Beg of Hunza and Gilgit.

My dear spiritual children
                   You will be happy to know that under my Firman His Highness the Mir of Hunza, with the assistance of Haji Qudrat-Ullah Beg submitted to me a draft constitution for my Jamats of Hunza State, Gilgit Agency, Chitral State and of Central Asia generally.  This constitution has been drawn up in order to better the administration of our Jamati affairs and thus be of considerable benefit to all my spiritual children living in the afore-mentioned areas. Indeed the existence of such constitution for the Ismaili Jamat in Pakistan and many other countries has proved to be significant step in enabling the Jamat to run their affairs methodically and consistently and in keeping with our times. It would not be right if the Jamats of Hunza State, Gilgit Agency, Chitral State and Central Asia do not benefit from a similar means with which to improve the administration of their affairs.
I have approved the new constitution and wish it to become effective on the occasion of Navroz, the 21st March of this year.
  From Navroz on wards I wish to every spiritual child in the afore-mentioned areas to live by rules of the new constitution and to make it to his or her personal responsibility to ensure that the constitution is put into practice in the spirit in which the document has been conceived. I particularly wish to emphasise that the Mukhis as defined in the new constitution are not to be compared with the ‘Qadimi’ Mukhis.
          On this historic occasion of the introduction of the first constitution of my spiritual children in the afore-mentioned parts of the world. I send each and every one of you individually my warmest and most affectionate loving blessings. You are all constantly in my heart and thoughts.

The development of the constitution
The development of the constitution began in March 1964, after Imam Shah Karim al-Husayni, known as "Aga Khan IV", ordained the formation of a Constitutional Committee of Review which sought to produce a report on the needs and circumstances facing diaspora communities. In 1984 a series of field reports were conducted in Africa, Europe, North America, the Middle East, and South Asia. The reports were submitted to the Secretariat of the Imam at Aiglemont outside of Paris, France. Community leaders were then encouraged to offer constructive input. The constitution was signed into effect by the Imam on 13 December 1986, at 11 am, at a ceremony in Geneva, Switzerland. This constitution was however repealed and a new version promulgated by the Imam on 11th July 1998.
The Constitution gives a unifying structure of governance to all Nizaris and their religiously-based institutions, who are established in more than 25 countries and territories around the globe. Due to the differing social, economic, and political realities faced by the Nizari diaspora, the constitution has built-in flexibility, allowing various communities the ability to propose rules and regulations unique to individual communities, while retaining the overall unity of framework with all other communities, through detailed provisions within the constitution.
