#active-issues Name Change
(1) Issue Name: #active-issues Name Change
(2) Issue Description: We've gotten some community feedback to have a clearer name for #active-issues channel. Something that reflects the refining of proposals that happens in the channel. Of some suggested names, #draft-proposal is popular and fits the role well.
4) Issue Domain: e.g. treasury, governance, protocol, community etc.
(5) Suggested solution, if known: Change the name of #active-issues to #draft-proposals and propagate that change to affected documents, including the active issues SoP and the #active-issue template.
(6) Impact, if not solved: We risk stagnation of the active use of our beautiful gov tooling. We risk confusion and lack of engagement due to unclear language.
