Here is how the process look like now. After you install the launcher from Play Store, this is the first screen you see:
As you can see, here is the carousel with cards. While onboard user, it shows required permissions. Also the icons in the bottom disappear once permissions are granted
Accessibility is the main pain: Android versions have different location of these setting so a user has to locate by herself
