デジタル技術は民主主義を劣化させるのか、それとも強化するのか？
国民国家が形成された頃、新聞や出版物が民意を形成した。現代ではテレビとSNSが民意を作り、政府の動きを左右する。だがどちらも情報操作やプロパガンダに汚染されやすい。その一方で、複雑な現状認識を踏まえたシリアスな熟議はノイズに埋もれて伝わらない。
我々は、民主主義の機能不全に悩まされている。熟議なきポピュリズム政治を専門家集団が補佐するやり方は果たして持続的なのか。複雑化する一方の現代社会のシリアスな問題群を民主主義により考え抜き、選び取ることができているのか。ここには疑問が多い。
我々が懸念するのは、デジタルの怪物が私たちの前で力を増していることだ。デジタル独裁制、デジタル寡頭制、デジタルテクノクラシー──いずれにせよデジタル技術に支えられた反・民主主義的な政体が姿を現しつつある。
デジタル技術は、大量監視と世論操作によって権力者と専門家が望む民意を作り出す手段を提供する。例えば巧妙な権威主義的政権は、社会の多数派となった高齢者に対して行動監視による安全と生体監視による長寿を喜んで受け入れさせることが可能だ。
デジタル独裁制、デジタル寡頭制、デジタルテクノクラシーは、我々の人権を奪い取っていく。プライバシーが侵害され、不平等が拡大しても、異議申し立てルートが機能しなければ私たちが持つ権利は奪われていく一方である。
では我々はデジタル技術を捨て、封印するべきなのか。否である。
むしろ我々はデジタル技術をもちいて民主主義を取り戻すべきなのだ。衆愚化にも情報操作にも耐性を持つ新たな熟議民主主義を、デジタル技術によって実現すべく研究するべきなのだ。異議申し立てのルートを機能させ、それにより人権を守り、熟議により民意を形成、反映するべきなのだ。
デジタル技術により、民主主義を取り戻そうではないか。
Does digital technology undermine or enhance democracy?
When the nation-state was formed, newspapers and publications shaped the will of the people. Today, television and social networking sites create public opinion and influence the workings of the government. But both are easily contaminated by information manipulation and propaganda. On the other hand, serious deliberation based on a complex understanding of the current situation is buried in the noise and does not get transmitted.
We are plagued by a dysfunctional democracy. Is it really sustainable to have populist politics assisted by a group of experts in the absence of deliberation? Is it possible for democracy to think through and select the serious problems of our increasingly complex society? There are many questions here.
Our concern is that the digital monster is growing in power before us. Digital dictatorships, digital oligarchies, digital technocracies - either way, an anti-democratic polity supported by digital technology is emerging.
Digital technologies provide the means for the powers that be and the experts to create the popular will they desire through mass surveillance and manipulation of public opinion. A clever authoritarian regime, for example, can make the elderly, who have become the majority of society, willingly accept security through behavioral surveillance and longevity through biometric monitoring.
Digital dictatorships, digital oligarchies and digital technocracies take away our human rights. Even as privacy is violated and inequality grows, the rights we have will be taken away if the channels of challenge do not work.
So should we abandon and seal off digital technology? No, we should not.
Rather, we should use digital technology to restore democracy. We should study digital technology to create a new deliberative democracy that is resistant to popularization and manipulation of information. We should make the channels of dissent work, thereby protecting human rights and shaping and reflecting the will of the people through deliberation.
Let's reclaim democracy through digital technology.
