FAA Safety – Pilot Controller meeting – Mid-Air Separation

Many of us attended the Pilot Controller meeting at ACI Jet in March. The FAA sent Karen, a FAAST (FAA Safety Team) member, who coordinated the meeting with Dylan, Robert and Amanda, our tower controllers. The topic: Mid-Air separation. There have been recent reports filed in NorCal, near Moffett Field and near KSBP.
 
Our controllers noted that many recent departures from Oceano heading North have cut right through the approach end of 29 at KSBP. There was at least one official report filed with the FAA by a regional carrier requiring investigation. Since we do not have an instrument arrival extension to 29, there is no official airspace limitation for traffic at low altitudes in this area. We do have this extension for the ILS into 11.
They highly suggested that departures from Oceano contact the San Luis tower to get advisories or establish flight following. The tower will vector or advise through the approach end of 29 then pass you off to Santa Barbara Approach. The tower said they would GLADLY accept these calls to help avoid this concern.
 
They also suggested that you can request “Tower-to-Tower” flight following when going from KSBP (San Luis) to KSMX (Santa Maria). This provides you with flight following and gets the towers in the loop faster which helps them manage the airspace.

Minutes of the General Meeting (3/6/2019)

  • Tish Allen Jacobs called the meeting to order at 6:10, Susan Steeb was unable to attend.
  • Discussed the challenge of getting the word about aviation scholarships out. How are we going to do it? On June 1, 2019 we will award 2 $1,000 scholarships. Please check the website for details.
  • Erin Ayers had her picture taken with “Flat Stanley” for the niece of an employee at Sun West Aviation.
  • Anna has been hired by the Air Force to fly C17s. She needs a medical and will be at Travis AFB as a reservist.
  • Janice brought up the Southwest Section Meeting. Anna may not be able to leave until Friday, Olivia can definitely leave on Thursday.
  • The chapter ended up with no representation at the Civil Air Patrol Event held on February 16 at Camp Roberts. Avery was sick, Marina had to work and Annika did not want to go alone.
  • We discussed Jolie's presentation at ACI on February 21st.  Perhaps she would be willing to present it during the Fall Southwest Section Meeting on Friday night.
  • Grace passed out several logo designs for us to review. Everyone liked them. Gary Ryan at Goofy Graphics in Morro Bay donated the design. We agreed that he should be added to the sponsor list for our Section Meeting in October. Jill can make the T-Shirts if we need her to.
  • A reminder for the next planning session for the SW Section meeting at 6:30 on March 13th was made. There is a long list of volunteers and a long list of tasks.
  • Grace discussed aircraft partnerships. The importance of a written agreement. Grace bought into her partnership in 2003. The benefit of buying in a partnership is that it is not such a huge financial investment. The biggest negative is that scheduling can sometimes be a challenge. Her partnership charges an hourly fee for flying. She mentioned that AOPA is very helpful. They are encouraging partnerships and will send a certificate for legal advice. Some partnerships have a scheduling website, maintenance time is blocked out. It is a great way to get into an airplane. All the partners need to be on the same page regarding acceptable maintenance. There are fixed expenses, operating expenses and maintenance for TBO work. How does your potential partner take care of things?
  • Final reminder for the meeting at Susan's house, March 23 Van Nuys Fly-in, the Spring Section Meeting in Sacramento, Antelope Valley Poker Run on April 14 and the Oceano Airport Celebration May 10 & 11.
