Q1. Can you persuade all Catalan to pay their tax for a "special DAO" that can emulate perfect democracy on it?
A1. I'm not sure if I'll be able to persuade ALL Catalans, but surely I would try! Actually there are catalan tax disobidience movements against spanish state. The main problem is that there are no legal protection for the participants of such actions. To be succesfull should be a massive action and independetist movement has lost momentum. But the spanish state is also in a very critical situation. So, it wouldn't be strange to see a revival of the independence movement in the following years that would be receptive too resistant web3 DAO tools (if scalability improves by then).
Q2. How do you think the reaction of people against the network paralysis by the notorious 51% attack for Ethereum? (Ofc 51% attack for Ethereum is basically implausible and the paralysis would be temporal affairs which is to be cease like a few days)
A2. That would be very bad! I mean, if you build an institutional/political tool that has dependencies with a network and this network is captured by a rogue actor it would be catastrophic. But doesn't seem plausible. Decentralisation is the core value of real blockchains networks.
Q3. Whether do people like it or not if I implemented the "weighed(=~35%) voting power" for the facilitator&professionals in the deliberation? The pros is the efficient decision making on the hard time. The cons is the trust for recovery to 0% weight (otherwise that democracy can be a technocratic oligarchy) so the people must not rely on this feature frequently.
A3. Weighed voting is a complex thing in politics. I guess facilitators need to have more weight to speed up decisions. But I think that the most important is that this weight takes in consideration the economical idiosyncrasies of the territory (for example in Catalonia agrarian zones have fewer people than city zones, they have more voting weight because their role in the economy is more important than the urban people. So, your project facilitators&professionals should take this territorial idiosyncrasies. I don't know if you have a similar approach in Japan).
Q4. How do you think whether the people accept it or not where if DAO4N can yield the "idling national treasury" with DeFi? (e.g., Given €42B/yr tax income, indeed 30% is non-urgent budget and it could be labeled "idling". Then yield it and get 3% APY. So Catalans can earn €42B/yr*30%*3%=€378M/yr from idling treasury.
A4. Absolutely. One of the value proposals of DAO driven national economies should be that they can be empowered and take profit from an open DeFi ecosystem. The main problem i guess is how to communicate and make understandable all these disruptive technologies to neophytes.
