Redressal of complaint - Fake Electricity Bill

Facts:
  1. I have installed a solar system as main source of energy for my home in Askari-8 Airport Road since a couple of years as such the bill for IESCO supplied energy is relatively low compared to many residents of this colony.
  1. I pay my bills routinely through internet banking on the basis of SMS instead of waiting for delivery of paper bill.
  1. A few months back an employee of IESCO came and verbally intimated that meter installed for the house is faulty and under reads by 66%. Being a Gold medalist electrical engineer and an enthusiastic practitioner of instrument calibrations I checked the working and found its function satisfactory.
  1. On one of the later bills I noticed a hand written note to this effect in urdu, therefore I rang up the SDO and asked him to carry out a calibration in my presence. There was no response and I proceeded to my village for the summer.
  1. I came back in November 2019 and discovered two disturbing developments viz:
a. Old meter was replaced with a new meter having a residual reading of 538 units at the time of replacement and
b. Found the bills with unbelievable amounts. As per my habit I had already paid one of these for an amount of Rs 20,012.00 without questioning its authenticity, through internet while challenging the second for an amount of Rs 78,345.00
  1. You can check the consumption figures from the readings of the new meter on 14 Nov, which is 116 units – a normal and realistic figure for the month of Nov as noted on the contested bill.
  1. In view of these facts request you for following:
a. Get the old meter calibrated in my presence.
b. Withdraw the FAKE bill under context, issue a realistic bill on the basis of reading from the old meter and average consumption on the basis of bills for past many years.
c. Refund the access already paid through internet.
d. Identify the person making a false report –DETECTION BILL - and recover the loss caused to your company by replacing a working meter with a new one unnecessarily.

Further to my application, I also request you to consider that responsibility for a defective meter does not lie with me unless I get accused of tempering. These static meters can not be tempered by a consumer as such such a term can not be valid and I should not get punished for no criminal action on my part. 
Pressuring of field staff by XEN is not the lawful course to solve a complaint. 
Kindly allow payment of metered bill only. 
Back ground statistics for my stand: 
Average consumption in the month of Nov, prior to installation of Solar system= 609 units
Average after installation = 160 units
Reduction: 73.7 % a figure close to 66% SLOW RUNNING as noted by IESCO staff.
I had tested old meter by putting a 1000-W heater (resistive load) for 5-hrs which correctly recorded 5 units.
Dear sir, I have received electricity bill for Rs 140725. 00 with a written notice calling it LAST NOTICE. The metered energy for the month is 155 units with a total bill of Rs 4629.04, a reasonable and correct amount. You can easily conclude from these figures that even with the change of meter it confirms most of my consumption comes from the solar system. I am requesting you once again to withdraw the past bills reflecting falsely levied amounts and allow me to pay for metered energy only.
Calculations on the basis of official tariffs Rs 21.45 peak and 15.16 off peak for this consumption Rs 2607.69
Thank you for directing the team and identification of errors by the responsible persons in initiating a non factual bill. 
30-12-2019: 
Dear sir, the field staff was directed by XEN to disconnect the lines which they have complied. I am not willing to pay a FAKE bill at any inconvenience to me. As an ethical official I expect you to take a just decision on my application dated 20th Nov 2019 and inform me on paper. 
6-01-2020: The field staff has removed the energy meters apparently following the direction of the XEN in action. I hope you are aware of the revelations made to me by the field staff. Under directions of this particular XEN they were forced to use a multiplying factor of 2.94 for the alleged period of SLOW running of two phases - the same phases for which energy comes from my solar system and not IESCO supply.
Request you once again to respond in writing to my application. 
Comments on Lab report - procedural basis for injustice:
Dear sir, 
I was allowed access to the laboratory on 30th Dec as part of complaint resolution. 
I found a totally pathetic status for this facility in the light of attached conditions for a Laboratory. You are requested to visit this facility for a first hand assessment so that service to the customers of IESCO are improved.
Laboratory: A facility that provides controlled conditions in which scientific or technological research experiments and measurements may be performed.
